Tanggal tersebut merujuk pada pembukaan Kongres Perempuan Indonesia pertama yang berlangsung pada 22-25 Desember 1928 di Yogyakarta.

Penetapan resmi tanggal tersebut dilakukan pada Kongres Perempuan Indonesia ketiga yang digelar di Bandung pada 23-28 Juli 1938, dan dikukuhkan kemudian melalui Dekrit Presiden Nomor 316 Tahun 1959 oleh Presiden Sukarno.
